JOB SUMMARY:
Under general supervision of the Specialty Courts Administrator, the Specialty Courts Male Substance Use Screener (Drug Tester) provides urine collection services to participants enrolled in pretrial services and various Specialty Courts programs at various locations in Van Buren County, MI. The primary purpose of this position is to provide participants that have transportation barriers with their random urine and/or oral screens, which are requirements of their probation/specialty court participation. This position also routinely assists program staff with administrative tasks.

PRINCIPLE DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other      duties may be required and assigned.
  1. Drive to testing locations around Van Buren County and administer observed urine drug tests to participants of the same gender as needed.
  2. Transport urine and/or saliva samples securely back to the drug testing center.
  3. Follow laboratory standards for drug testing confirmations including adherence to the chain of custody policies.
  4. Discuss testing outcomes with participants including offering positive support and making confrontational inquiries appropriate to the circumstances.
  5. Develop a random testing schedule.
  6. Drive to mobile testing areas around the county to test those who have transportation barriers.
  7. Report any notable information or circumstances to Specialty Court staff or supervisory/management, including any behavioral problem(s) that may arise.
  8. Ensure appropriate documentation of any instances requiring reports to staff or management.
  9. Maintain a variety of excel spreadsheets for program reference and data collection.
  10. Complete data entry in the Drug Court Case Management Information System and other databases regarding substance abuse testing, court incentives/sanctions, ancillary services, and fee assignments.
  11. Maintain inventory and assist with supply orders.
  12. Participate in planning sessions to coordinate and problem solve with program staff to address multiple problem areas affecting participants.
  13. Attend court sessions as needed.
  14. Testify at court regarding results of contested screens when necessary.
  15. Maintain confidentiality while working with sensitive information.
  16. Assist with recidivism inquiries in the Michigan State Police Criminal History Access Tool.
  17. Perform administrative tasks as directed by program staff
  18. Perform other tasks as assigned.

ABILITIES, KNOWLEDGE, AND SKILLS:
  • Must be available to work flexible hours (6:00 a.m.-12:00 p.m., 1:00 p.m.-7:00 p.m. as examples.)
  • Must have reliable transportation and a clean driving record.
  • Have a basic understanding of substance use and/or co-occurring disorders.
  • Have a desire and ability to relate maturely and professionally with those facing substance use disorders in a trauma-informed manner.
  • Ability to interact with a diverse group of individuals.
  • Be trained and demonstrate competency in agency drug testing protocols and procedures.
  • Maintain a high level of communication with Specialty Court staff.
  • Must have basic computer skills including Microsoft Word, Excel, email, and internet navigation skills.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
Work is performed primarily in an office environment. Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and pulling of objects weighing five to twenty-five pounds

QUALIFICATIONS / EXPERIENCE:
Must possess a high school diploma or GED. College attendance is preferred in the field of the social sciences, but not required. Related experience in the field of social sciences is also preferred, but not required. Possession of a valid Michigan driver’s license with acceptable driving record. Applicant must be male gender in order to collect urine from participants of the same gender (bona fide occupational qualification (BFOQ)).

SUPERVISION:
Work is performed under the general direction of the Specialty Courts Administrator.

OTHER REQUIREMENTS:
The individual in this position is an at-will employee and serves at the pleasure of the Chief Judge. Employment is dependent on background check, criminal history and fingerprint check, and drug screen. Applicant must complete County application form.
