JOB SUMMARY:

Under the general direction of the City Administrator, performs duties as Custodian of Court records; responsible for the day-to-day operations (plans, directs and management) of the Municipal Court, requiring specialized knowledge of Court operations, policies, and procedures; assists customers via the telephone and in person at the cashier's window; assists the Judge and Prosecutor; and does related work as required. Ensures effective and efficient processing of Class C misdemeanor violations, and the fair administration of justice through the planning and directing of criminal court processes and court personnel.

ESSENTIAL JOB FUNCTIONS:
  • Coordinates all Municipal Court
  • Performs complicated administration duties and clerical functions requiring considerable discretion and specialized knowledge of the Court, Court operations, policies, and procedures.
  • Process court official records, documents, reports, correspondence, notices, court orders, and forms in accordance with court procedures and legal requirements; ensure accuracy and completeness.
  • Directs and coordinates case flow management by overseeing the progression of cases from filing to final disposition. Implements quality control and audit processes to ensure the accuracy and integrity of all cases processed.
  • Coordinates and schedules court dockets with the judge, and prosecutor. Coordinates bailiff assignment with the police department. Facilitates the courtroom docket by updating the case to reflect the judge's orders and preparing all necessary judgments, deferrals, continuances, dismissals, and other court orders.
  • Oversees the administration of pretrials and bench trials. Coordinates, schedules, and oversees the administration of jury trials.
  • Manages the training, evaluation, discipline, and counseling of assigned personnel. Assesses training needs, assigns/monitors duties, and conducts timely and constructive performance evaluations. Provides professional development, opportunities for educational growth, and effective leadership to meet department goals. Encourages a work environment conducive to self-motivation, open communication, and a team approach to productivity.
  • Ensures defendants' and citizens' needs are met in an efficient, and courteous manner while adhering to the principles of access to justice and procedural justice.
  • Answer questions and provide information to the public regarding the policies and procedures of the court; ensure that information given is not legal advice; accept complaints filed with the court.
  • Manages the court's records management program. Implements and directs records management procedures, adhering to city and state guidelines for record retention and filing for all court documents and correspondence; responds to requests for information, ensuring compliance with the Rule of Judicial Administration Rule 12 and the Common Law Right of Access.
  • Forecast, manage, develop and administers the court's annual budget; forecasts revenue and expenses; monitors and authorizes expenditures. Monitors and ensures authorized use of special court funds.
  • Develops, coordinates, and implements policies and procedures providing clear guidelines and well-defined objectives and incorporating statutory and regulatory requirements. Monitors staff compliance, ensuring the court complies with local, state, and federal rules and laws.
  • Administers the court's case management software. Maintains effective functionality of administrative processes to include macros, queues, notifications, violation forms, court notices, and status, offense, and fee codes. Collaborates with technology and vendor staff on updates and plans for implementation of new technologies and procedures.
  • Acts as liaison with the judge, prosecutor, police department, fire marshal, code compliance, animal control, defense attorneys, outside agencies, and other criminal justice agencies.
  • Ensures accurate and timely reporting of mandatory court activity to the Office of Court Administration, Criminal Justice Information Services, State Comptroller, and the Department of Public Safety.
  • Administers the Failure to Appear program, reporting and clearing license holds accurately and timely, and prepares quarterly reports for payment.
  • Responsible for all Department of Public Safety (DPS) and OMNI entries.
  • Manages and monitors payment collection activities ensuring proper distribution and reconciliation of all fees and fines. Implements internal controls to audit cash handling and non-cash processing.
  • Analyzes newly enacted legislation. Develops, implements, and administers processes for new and revised laws passed by the Texas Legislature and city council.
  • Develops performance measures, compiles statistics, and prepares statistical and analytical reports of court activities, operations, and procedures.
  • Develops and processes court documents to include complaints, motions, appeals, subpoenas, summons, delinquencies, arrest warrants, capias pro-fines, jury selection forms, and other court correspondence and notices.
  • Maintains ticket writers to include maintenance, updates, supplies, and resolves all technical issues.
  • Prepare docket for monthly trials; issue subpoenas; prepare summons for the judge's signature.
  • Review and verify information; sort, assemble, and organize materials; route and deliver documents to the appropriate parties.
  • Process incoming plea letters and appeals; pull case files and match to plea appeals; present cases to judge for determination of fines and bonds; type appeal transcripts and forward to the appeals court.
  • Process cash bonds as required by the law; prepare and forward cash deposits to the city hall; process appearance bonds and assign court dates; submit regular reports to State Comptroller.
  • Processes expunctions and appeals as required by law.
  • Inform defendants of their rights and options related to court procedures; accept written pleas from defendants; accept fine payments from defendants; issue receipts for payments; process and record cash and paper bonds accordingly.
  • Receive, sort, and distribute incoming and outgoing
  • Prepare and follow up with cases forwarded to the collection agency.
  • Prepare and follow up on collections with past-due judgments.
  • Assist in the preparation of special reports.
  • Consult with the City Prosecutor about a variety of issues.
QUALIFICATIONS:
  • Must be bondable.
  • Must be a Notary Public.
EDUCATION & EXPERIENCE:
  • Two years of college; Associate's degree in Criminal Justice, Business Administration or related field.
  • Four years of experience in law enforcement or courtroom proceedings administration.
  • Substitution Ratio: Two years of related experience may be substituted for one year of higher education or one year of related higher education for two years of experience.
  • Two years of supervisory experience.
CERTIFICATES & LICENSES:
  • Certification Level II through the Texas Municipal Court Clerks Association required, with the city supporting candidate's pursuit of a Level III certification soon.
  • Certified Municipal Court Clerk (CMCC) preferred.
  • Must be able to obtain and maintain Notary Public commission within sixty (60) days of employment.
  • Must possess and maintain a valid Class "C" Texas Driver's License.
  • All required certifications and licenses must be current and valid.

PHYSICAL REQUIREMENTS:
  • May be required to carry, hold, lift, push and pull a minimum of 25
  • All employees are subject to random drug
WORK ENVIRONMENT:
  • Conducts work primarily in an office
